Is an incorrect address on a ticket enough to get it dismissed before entering a plea?

Not likely. What exactly were you issued a ticket for? If somehow an incorrect address materially changes the evidence the prosecution needs to present or their burden becomes more difficult, it is possible but such a scenario is rare. If this was just a speeding ticket you, regardless of the incorrect address, you can probably negotiate with the opposing counsel for no points in exchange for a higher fee depending on the state.
