my case was dismissed without prejudice because defendent did not show. she refiled becasue she moved and was unaware of hearing date. Doesn't she have to notify court of change of address?

I am confused as to whether the plaintiff or the defendant did not show. Theoretically you are correct that the parties have to notify the court and the opposing party if they were to move but that alone should not make that party lose the case which is exactly what it was dismissed without prejudice.
