conflict of interest

I have been chosen as a union trial judge. The case is against a member accused of bullying. The person defending the accused has had to ,in the past, deal with these bullying charges against the plaintiff. The prosecuting side would like to have the defense recused because of this history. Possibly wanting to call the defence as a witness. Since he has not been called as a witness and he has volunteered for the defence, I think they cannot do this. The prosecutor has said this is a conflict of interest. Advice?
