Questioning husbands motives

Husband wants to file income taxes as 'married filing separately' this year - wife does not. Can he do so without her consent or permission?

Are they legally separated? If he is filing a separate return, I do not see why that would be an issue however I recommend contacting a local tax attorney or even tax accountant/adviser.
