Data Protection Act

I keep getting Phonecalls from an unknown company or organisation who request to speak to my wife, who is currently ill. They ask for her by name. But when I ask them who they are, they refuse to answer the question stating that the ‘Data Protection Act’ does not allow them to do so.
I have worked for a while using the ‘Data Protection Act’, and I do not recall any part of that Act which allows anyone to refuse to identify themselves. Even Banks and the Doctors Surgery will still identify who is on the phone, without giving away any personal information at all.
I have even challenged them on this point, but they continue to say that the Act allows them to remain anonymous!
Am I right in what I think?
